Job Description

Monitor civil engineering related works including roads, construction camps, RC construction, structural steel, deep foundations, dams, underground caverns, tunnels and related auxiliary components right from review and approval of designs, construction, witnessing civil engineering related site and laboratory tests, and participating in final tests and commissioning of the power plant.
Key Responsibilities: Brief description of duties or the responsibilities for the job
1) Review contracts and design documents for civil and structural components in coordination with related disciplines to mitigate project risks.
2) Review, make recommendations and cause approval of designs as submitted by the contractor through the Consultant in accordance with design standards.
3) Prepare reports on project activities.
4) Participate in review of contractor’s methodologies, Quality Assurance programme and material certifications.
5) Review as built information and Operation and Maintenance Manuals.
6) Conduct an in depth study of contract and design documents for civil and structural components in coordination with related disciplines to develop a clear understanding of project scope, construction methodologies and early identification of project risks.
7) Monitor construction activities and participate in the inspection of construction equipment and materials as specified in the contract documents, Contractor’s work plans and best practice.
8) Monitor the contractor’s compliance with their ITPs, witness civil engineering and material tests and review points during construction.
9) Support the Project Manager in preparation of scheduled and ad hoc project reports.
10) Identify and advise on any unsafe or incorrect practices and escalate issues where necessary.
11) Report in writing on delays, observed quality deficiencies of the works, materials and/or quality issues relating to construction operations.
12) Actively participate in review of contractor’s methodologies, Quality Control programme and material certification.
13) Review and comment on all documents prepared by the contractor including Method Statements, as built information and Operation and Maintenance Manuals.
14) Active relationship with the Contractor and Consultant to ensure the sequencing and quality of work that meets the design requirements.
15) Advise the Engineering Design Teams on quality standards in regards to finishing work and compliance with specification vis-à-vis resources used/clients expectations
16) Advise designers on the practical aspects of engineering installations, to ensure the soundness and practicality of design proposals
17) Attend design team meetings with in-house and external consulting design staff
18) Attend pre-contract meetings and site meetings
19) Witness testing, commissioning and balancing of engineering installations
20) Prepare schedules of defects and to certify rectification of snagging items for project sites
21) Prepare reports on project activities.

Position Requirements

Education and Professional Requirements: The minimum education level required to perform this job.
• Bachelor’s degree in Civil engineering (Civil, Structural or other related) from a recognized university
• Must have a Master’s degree in the field of Civil Engineering or related field
• Registered Engineer (a must)
Related Job Experience/Qualification: The experience required to perform this job.
• At least five years’ experience in engineering and construction on hydro power plants or major infrastructure projects with demonstrated ability to read and interpret construction drawings and understanding of temporary and permanent support structures.
Additional Skills: In addition to the experience and educational requirements listed above
• Good working knowledge of civil engineering principles, standards and regulations relating to construction and inspection; and related computer software.
• Extensive knowledge and experience of site-based EHS processes, procedures, standards and regulations.
• Excellent computer literacy skills
• Possess the ability to use engineering software would be an advantage.
• Strong analytical and problem solving skills.
• Familiar with standard engineering principles and international code practices
• Knowledge of land survey.
• Demonstrate good temperament, judgment and human relation skills and be able to communicate with developers, contractors, engineers, surveyors and others of the public, some of whom at times may be irate and unreasonable
• Demonstrate knowledge in project formulation and undertaking feasibility and detailed engineering studies

About the Company

WHO WE ARE

UEGCL is a body corporate, incorporated under the Companies’ Act (Cap 110), the Laws of Uganda and in conformity with the Electricity Act, 1999. The company was incorporated in March 2001 to operate and maintain the formerly UEB’s Generation Stations at Nalubaale and Kiira Power Stations, and to complete the construction of Kiira Power Station.

UEGCL’s mandate changed from operations and maintenance of the Electricity Generation Complex in Jinja (NPS and KPS) to concession monitoring when the complex was concessioned out to a concessionaire (ESKOM (U) Ltd) for 20 years effective April 2003. The change in mandate requires UEGCL to ensure that the complex is operated and maintained in accordance with the acceptable utility standards, and preservation of the facilities.
